Is it appropriate to file a PayPal claim

I always buy with PayPal because of the protections it provides.  I recently made a purchase, the seller sent me the tracking (it was mailed through USPS).  The address I provided was a business address that is open from 10-5 Mon thru Sat., so I don't have to worry about porch pirates.  

USPS claims they delivered the package at 11:54 (during business hours) and "left it by the front door".  Obviously, if they were at the open business they wouldn't have left it outside, they would have delivered it inside, which means they were at the wrong address.

 

I filed a  lost package report, asking them to track/look for the package.  They responded with the generic delivery information.  I then filed a claim with USPS which was denied, because they "delivered the package as addressed".  The seller sent me a copy of the shipping label for tracking purposes, and USPS absolutely didn't deliver it as addessed.  

 

MY QUESTION:  Can/should I file a claim with PayPal because the insured package was lost by USPS although they won't admit it, or does that have a negative effect on the seller (who did everything right) and I'm simply out the money?  FYI, I have purchased other items from the same seller and shipped to the same address, and all of the other packages arrived on time and in excellant condition.  Unfortunately, the item I wanted the most, that is almost impossible to replace, is the one that USPS **bleep** up.
