Is 163.com address a scam? I too have been SCAMMED by 163.com

PayPal does not have consumers' backs when it comes to scammers. I ordered something and the seller said that it was delivered and it never was. Clearly a scam according to reports from others who were scammed by this same retailer (which I sent to PayPal in my dispute PP-D-66700958).
I will NEVER make PayPal my preferred form of payment. If they allow just anyone to sell fake items online and use Paypal to accept payments then not really investigate with UPS about whether or not the shipment actually completed then I can't do business with them anymore.
I will not be sending this complaint to the BBB and Texas Department of Banking because while my loss was less than $100, it looks like Paypal is facilitating this fraud against lots of people and I think it should stop.

Yes this is a scam, and they took $430 US out of my account with out my consent. I called PayPal, and got the nice empathizing "I'm sorry to hear that" speech, but not thing was done.
I am disputing the second time as I got scammed, and nothing is being done.

u r not alone, i fell victim to 2 pair of ugg boots and i disputed with paypal and they had a real tracking number so they denied me, i did not take for my answer so i got my dispute reopened and went to post office and they told me my package, per se was only 4 ounces...this is crazy, i hope i get my refund of 91.00...i will keep updating

Yes it is!! If you have given them money, kiss it goodbye. I lost $173.00 when ordering an item. I was sent a trinket and when they gave THEIR tracking number to PayPal, my refund case was closed and denied. I do not know why PayPal continues to allow them to "sell" on the site.

Hello everyone! So I’m buying this golden retriever puppy from a seller I found in Marketplace and we had a really good conversation. Fast forward to the night before I’m supposed to drive and take the puppy home and the seller tells me to send money to an email address ending with 163.com. Is this a scam guys?

Try a google search on the email address and read up on buyer protection so you can risk assess your transaction.
