Hello! I ordered a pool my wife found on Facebook.  It had a link going to Intex website.  We ordere a 16'x32' pool for only $98.99.  Too good to be true.  I got no pool and the seller somehow used a legit trackingnumber to show it was delivered.  anyone else hear about this?

BEWARE!

Paypal is just a payment processor that gives you 'some' buyer and 'some' seller protection.
So disputes for non receipt of item are mostly automated. Seller provides tracking that shows delivery = seller wins.
So then its your turn to do some work to assist Paypal in recovering your purchase price from your seller.

Firstly ring Paypal customer services and tell them that the number is fake or that the item was shown as shipped before you purchased it. With that information they may well just issue you a refund.

Secondly if they don't then... APPEAL
To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address. THEY DON'T HAVE TO SAY WHICH ADDRESS IT WAS SENT TO, JUST THAT IT WAS NOT DELIVERED TO YOUR ADDRESS.

Check tracking in below link to see where it went.

When you have that, contact PayPal via phone (log on to your account and click contact at the bottom of the page, or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your Paypal payment that way and see if they will do a chargeback for you?

Same thing happened to me. Ordered pool thru this website (Intex)(ad on Facebook) on 6/14/21 for $98. Paid thru Paypal. Name of seller cane up as <removed>. When pool was not delivered I went into my paypal account and it showed the item was delivered on 6/18/21 and showed a tracking number thru the USPS. Not sure exactly what was delivered, a postcard, a piece of junk mail, or perhaps nothing, but it certainly wasn’t a pool. Paypal refused to issue a refund stating that there was a tracking number from the USPS. Because I went thru Paypal, I was unable to pursue anything through my financial institution. Perhaps PayPal should look at these posts on their own website and they will see that this is a legitimate scam and assist their customers in reporting fraud and recovering their money. I thought PayPal offered an additional layer of security, apparently that’s not the case.

I ordered an Intel pool 16'x32' with a sand filter. I contacted seller who said it was held up in customs and gave me a tracking number. I then report to PP and suddenly I have a UPS tracking number that says its been delivered. <removed> I have doorbell camera there was not a package delivered at all on the date by UPS or any other courier. <removed> do I do now?

I had the same problem. No communication from the "seller", fake tracking number said shipped by USPS. I worked with USPS and PayPal and my money was refunded.

PayPal was not in any hurry to help with this. Said my credit card company was responsible for it. Makes me want to end PayPay altogether  again.
