Impersonator received and accepted my transfers

Impersonator received and accepted my transfers acknowledged she was not the intended recipient in PayPal chats with me, she accepted the transfers, agreed in the chats to refund my money, then only sent back $20 out of the 3 separate transfers, totaling over $1000 then blocked me. I sent refund requests for each transfer which ultimately got cancelled. In the PayPal chats she explicitly admits that she was not the intended recipient, that she did accept the transfers, and more than once assured me that she would refund all the money sent. The chats were all made and are still logged & available on my PayPal account, what can I do to help get my funds repaid given her admission that she indeed was not the intended recipient & stating that she will return my money. Can anyone help, can PayPal review the chat history and somehow make her return my money as she stated?
