Image of ID not uploading

I'm trying to upload an image of my ID so I can move my money onto my paypal and I've been sitting here waiting for an hour and it wont work. I've tried 3 different images all about 3.5 MB but its not working. I'm trying to do this to get a cash card but it'll help if this worked.

Welcome to the PayPal Community! I'm sorry to hear you're unable to upload a document to your account. Have you made sure the file type is a gif, jpg, or png? If you're still unable to upload the doc after that, please reach out to our Customer Support teams by clicking "Contact" at the bottom of any PayPal page.
