My account is limited however I have a pending refund thats supposed to be coming to my debit card, however its been days and since my account is limited I'm unsure if I will recieve my money. The refund was issued to the debit card, not my paypal balance.

In general, if the refund was issued from the details of the transaction, the account limitation won't affect the refund. Here is more information on account limitations:
