If I issue a refund, must the company approve first or is it PayPal that makes the decision?
I'm affraid the company is trying to steal my money.
They claim they haven't received my payment so they wont open the subscription. I can clearly see in my transactions in both PayPal and my bankaccount that the payment has been made
And now when they found out I issued a refund they write to me in email that they can't refund me the money.
So I just wonder if the company must approve the refund first or if it's up to PayPal?
