I was defrauded by a advertiser on Facebook and pay pal won't help

I purchased an item from an ad on Facebook. When I checked out it showed the correct total and I received an invoice directly from the vendor showing the same total. However, the amount they sent to PayPal added a 25% tax that I did not agree to pay. I disputed the amount and provided the invoice from the vendor and PayPal says the tax is correct. I appealed that and PayPal still found in the vendor's favor.
The vendor will not respond to numerous emails and I finally left a warning on a Facebook post and the vendor blocked me.
Now it is clear I will never receive the merchandise and Paypal won't let me file a dispute and the automated service just keeps telling me the case is closed. How can I contact someone at Paypal and is there a way to report the vendor to Facebook? Any suggestions?
