I need to speak to a human being working at PayPal

I have issues confirming my identity, bc I can't get hold of someone working at PayPal. This can't be solved by a bot. How do I contact PayPal by email, I can't call them, bc the international call rates are too high??

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...

1. Paypal phones are slowly re-opening and increasing in numbers (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.

I feel it's very concerning that PayPal makes it nearly impossible to speak to a person rather than a brainless bot that doesn't care about your issue. I find it disturbing how the human touch is being eliminated from true customer service to save a few dollars. I think losing thousands of customers because of disgust through lack of empathy will cost companies like PayPal much, much more money than they actually make. So it's on them, not us as customers. Overall, I wish them well.
