I need hard inquiries removed and need written permission from PayPal in order to do this. I have to submit their permission along with my written statement of it having been fraudulent in order to move forward with Transunion. Please provide me with such letter so I can have this removed there are actually more than five total in the past few years.

You need to contact customer services to resolve any limitation or account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.
Or have you considered contacting Customer Service via Facebook or Twitter?
