I made a purchase on a website that I believe is a scam my payments pending but I can't cancel it

I purchase something on a website that I think is a scam I want to cancel the transaction it says it's pending but it won't give me the option to cancel like it says I would in The help article and I tried to report it and inquiry and problem and it won't let me do it it says best transaction isn't will not allow me to report

You can't cancel a pending transaction.

Paypal only covers you for non receipt of item OR item received but not as described.

They don't cover buyer remorse or cancellations that would be between you and the merchant you purchased from. 

If its pending awaiting authorisation then only the merchant can cancel it.

However if it a pending echeque then speak to your bank and see if they can stop it.
