Welcome to PayPal's Community Forum! I'm sorry to hear there's some confusion on a recent dispute. I'd recommend reaching out to our Customer Support teams to see what they would recommend in this situation. Normally, if you open a new account with that email address, you most likely wouldn't see that dispute in the new PayPal account's Resolution Center.
