I sold my ring at Etsy, US dated Jan. 17, 2021 and it has delivered dated Jan. 26, 2021. Buyer opened a dispute after 3 years. Korea post and USPS PMI does not have any records for 3 years ago matter. Korea post & USPS PMI keep their own delivery records during 1 year only. Fortunately, I have my own original BL of Korea post and Etsy, US has all records for delivery completion. Also, I had conversation records with the buyer. She gave me her telephone # for tracking parcel records. I submitted all evidences for delivery completion. But paypal said they are in favor of wicked buyer because of they cannot get the record of it from Korea post and USPS PMI. This is really non-sense. How come buyer can open a disputer after 3 years from their purchasing? This is ridiculous case and I felt so mad for paypal's judgement. Korea post and USPS PMI only keep their records during 1 year not 3 years. Which courier company can keep the delivery evidence during 3 years? UPS can keep their records during 2 year. There is no courier company that has delivery record after 2 years. Paypal is really unprofessional and unreasonable. I strongly express this point. I can get official letter from Korea post about this matter. Just want to share this matter with paypal seller. Thanks.

A buyer can only open a paypal dispute up to 180 days so this can't be a paypal dispute.
The buyer has done a chargeback as they funded their paypal payment via a credit card.
The chargeback process is external to the PayPal system. The buyer's credit card issuer grants its members specific consumer protection which PayPal has no authority to replace or reduce. If a PayPal user initiates a chargeback with their credit card company Paypal have no way of stopping the claim.
All they can do is pass on any information you provide to the card issuer who makes the final decision.
