I don't want my money back, I just want to report fraud!

I totally get that I was scammed and there is no "money back" on "Friends and Family" but I totally don't get how this cannot be easily reported...
I have searched high and low and may be totally missing it but it seems that there is no way to flag a transaction of this type as fraud. Is there a way to let PayPal know that account XYZ is a scammer or am I totally missing something here? I mean, why wouldn't PayPal want to know about accounts that were committing fraud?

As its against paypal rules to use the friends /family option to purchase OR sell goods or services then both of you are in the wrong.
You sent a 'gift' of money to someone, you don't ask for gifts of money back or something in return sent to you so hard to say it is fraud.
If the sender is advertising goods or services citing f/f only then fraud 'may' be a factor and you can report via the report link in paypals acceptable use policy.
Advice is voluntary.
