I did not found any refunds button after the date given by Paypal

Hello, I want to refund because I did not received the item I buy, and i open the report on that transaction, the paypal given the seller a some day to deliver, but the seller still did not deliver until now, so It state the I can proceed with Claim after 23th March XX:XX time, now the time already pass and i did not see any claim button at that page, just only this report will automatically off after stated date, can anyone help me ?

When did you open the dispute? Only once opened you have up to 20 days to escalate to a claim and if you don't it auto closes.
