I want to cancel an item that is about to be shipped today because the seller in China has added fees I did not agree to. PayPal automated response have advised me to return the item when received for a refund within 10 days. Firstly, I will not receive the item within 10 days. Secondly, the seller has said that I must pay the cost of postage to return something that has not yet even been sent. I just need PayPal to recognise that I have been the victim of fraud and deal with the seller accordingly.

Paypal covers you for non receipt of the item which you would win if your seller could not provide trackable proof of delivery OR 

they cover you for item received but not as described.

 

You should not open an item received but not as described dispute until you have actually received the item as once you have won the claim you are only given 10 days to return the item back to the seller (at your own expense) and provide paypal with a tracking number to prove to paypal you have done as asked and returned said item.

 

If you don't follow the process as per paypals buyer protection policy then you would need to sort it out with the merchant yourself.
