I bought some custom art from a seller a while back and i was promised it would be finished by end of summer. It never even ended up being worked on. so i opened a dispute with the seller but they never responded to the dispute. I now want to escalate the dispute to a claim so paypal can step in and help me, but on none of the pages in the resolution center, or any of the help pages does the option to escalate show up. I followed the help pages instructions but from the looks of it, i cant even access my dispute, all i can see with it is "awaiting other partys response". Any clue on how i can do this, as I dont want the dispute to close itself before I can escalate.

No that is not true, if the seller does not respond you have 'up to' 20 days to escalate the dispute to a claim or it auto-closes.
Once auto closed you can't re-open it OR open another one for the same transaction.
So if you can't escalate your best bet is to contact customer services and ask them to escalate the dispute to a claim for you.
Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a private direct message via Social Media on Facebook, Twitter/X, or Instagram pages.

Did you open a dispute for non receipt of item OR if not which dispute did you open?
Does it have 'view' at the bottom of the dispute.
How long since you opened the dispute?

i opened a dispute saying i "did not receive the item" and "did not receive or refused delivery" and no, there is no view option on screen anywhere i looked. when i go to resolution center, it just says that i have one open case but i cannot click on it or anything, and that i have no cases in my queue. i opened the dispute maybe 10-15 days ago.

How long ago did you place the order with the merchant ie which month?

@kernowlass i made the payment in june. thats one of the reasons i decided to open a dispute, because after failing to communicate with me for months, i got fed up and noticed the limit before i couldnt open a dispute was coming up in mid december.

You have up to 180 days to open a paypal dispute so if it was June then what date as you may be out of time which is why you can't escalate?

@kernowlass i think i had until around december 18th before i couldnt open a dispute for the payment. so i should still be fine, i did talk with an artist friend who said i might just need to wait until the time on the dispute elapses and that i cannot file a claim unless the person responds with an offer. thats not what it says in paypals help area so i dont know if its true or not.

i couldn't find a solution, I just ended up contacting paypal and asking them to do it for me.
