I can't view to check if my paypal account is verified.

Everytime I go to this link "https://www.paypal.com/cgi-bin/webscr?cmd=_show-limits&req_from=view_limits" it always refreshes and leads me to this "PayPal: Settings". Now can't check if my account is verified or not. I don't know what to do next. Can anybody help me? Thanks in advance.
