I can't send money or make payment

Hlw, 

When ever I want to make my facebook bill or I want to send money always it show your merchant is limited. How Can I overcome this problem. 

Its emergency please help me. I already uploaded all my documents but they wanting the same documents again and again. I called several times to paypal but they didn't answer due to covid.
