I can't send a message to costumer service

I can't send a message to costumer service on my permanent limited PayPal account for PayPal assistance after 180 days. PayPal still holding my funds. What is the solution?

Use the guest option if you can't log in.

I can log in. The issue is there is no available costumer support on message center and I can't email them. It seems PayPal off my message so I cant be able to reach them on my permanent account. I've try to call the number provided many times for costumer support but the call always cannot go through

If you have a permanent limitation then you are no longer a customer of paypals and so they often don't allow the option to contact them. This would be pointless anyway if you have already been banned.
