I can't receive money from my client in US. How to handle that?

I'm a freelancer translator from Indonesia & I have client from US, they need to send me some money for around $1,200 for my work but they said this:
YOUR PAYMENT STATUS IS CURRENTLY ON PENDING BECAUSE YOUR PAYPAL ACCOUNT HAS NOT BEEN ATTACHED TO OUR CITIBANK PAYMENT SYSTEM. KINDLY SEND THE FOLLOWING DOCUMENTS FOR THE BALANCE TO REFLECT ON YOUR PAYPAL ACCOUNT :
1. A NATIONAL ID CARD OR DRIVING LICENSE ;
2. A REFUNDABLE SUM OF $300 TO CONNECT YOUR PAYPAL ACCOUNT WITH OUR CITIBANK PAYMENT SYSTEM.
Is this true, do they need $300 just to connect the client bank account to my PayPal?

Sounds like a scam to me, no way would I be sending them any money or information.
