I am locked out

I just created this Mexican account as I am in mexico.  I had to do it because my original account is locked.  It requires a code sent to my cell but the cell# is in Mexico and the code never arrives.  I want to add the prefix 52 to my number on the original account but it is a perpetual **bleep** that keeps taking me back to the incorrect codes.  My original account is <removed>and I use it a lot but I cannot change the phone number to login.  The original number is in AB but It is a land line that I put on a temporary hold until I return.  The only help line to call is in Spanish and I am not able to understand

 

I NEED an english speaking agent that will fix this.  Also, if I am required to add more ID info, I cannot do that as all my original PP details are on desk at my house in AB..THANKS

Slightly different. I have moved to Mexico and also have a Mexican address and phone number I cannot pay or do anything such as link Bank because of this do I have to just cancel or close my account. They are continually dunning me for a balance that I find myself unable to pay because of the above facts.

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.

You should really withdraw any funds / resolve issues / remove cards and bank accounts / cancel any subscriptions and close the old Paypal account before you move countries. If you don't then you may have problems doing so once you have moved and may need to contact customer services for help to resolve things.

You can however add a U.S bank account (not card) to 'most' other countries paypal accounts. This is because paypal is a U.S company and so allows this.
