How do you contact someone about concerning a supposed violation of the Acceptable Use Policy

I spent more than 40 minutes on the phone trying to find out what caused a supposed violation of the Acceptable Use Policy but no one at the call center would give me an answer. They also stated that I have no appeal.
I am concerned that someone has used my account with PayPal but I cannot see any activity that I do not recognize going back 2 years on my statements.
The call center adamantly refused to provide me with a mailing address to contact PayPal, saying only that if I still had a problem I needed to call the 888 number back to get the same answer that there is no answer to my question.
HELP!!!!!!!
