I have identified an instagram scammer trying to get donations by claiming her dog has cancer. She does not own a dog. She is using videos of someone else's dog to gain donations, including much evidence that she has been using several dogs to run this scam. I did not donate obviously but they have been using the same PayPal account to scam people for over a year, how do I report this, whenever I try to report it it requires me to select a transaction, which is obviously not possible because I did not donate.
