How do I report a merchant who is charging 2.9% processing fee for paypal users?

I know a merchant is charging a processing fee to it users of paypal accounts and know that this is illegal.  How do I report this to paypal?

They can surcharge just not more than the fee.

Thank you for the clarification.  They are actually charging 2.6% which is the Paypal fee.
