How do I protest a closed claim on PayPal. They closed a case with a Frauduant web site and shipping

I recently purchased an item on a website that sells individuals products.  The site claimed my card was not accepted, but still charged it. They said to try another form so I tried PayPal which they took.  When I tried to contact the seller, the email was rejected by the mail subservience.  How PayPal contacted the buyer is beyond me because after the denied my claim they gave me his URL to contact and it was rejected.  I would like to present the further info I have gathered, but their is no way to contact them to re-open the complaint even though they show it tagged.

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
