How do I place another claim that PayPal refused? I never received the item.

I placed a dispute agains a vender that if I found to be fraudulent, but PayPal refused my claim. Now the vendor has not and will not ship the item. Tells me to get my money back from PayPal. Any advise?????

Normally if you raise an item not received dispute the seller has to provide trackable proof they sent you the item and if not you get a refund.

So not sure why the seller would win if they did not have a tracking number?

I'm dealing with the same thing.  I paid a store $200.00 and after transaction went thru it said Paul Augustin?  I filed with PayPal and they R to refund the money which I think if they want to play in the game they need to step it up.  I believe you should go directly to the Credit Card being charged/the bank and file a dispute.  They have consumer protections and hopefully will return your money.

I'm stumped mine was $200.00 and that can be filed to police anything over $100.00.
