How do I get my money back from a scammer that never sent me my item?

I've been a PayPal customer since 2009, and haven't had many issues opening disputes when being scammed. But I recently purchased an item off HardwareSwap (Reddit), and the seller seemed very shady after I talked to him a bit more. I asked him to cancel the transaction and refund me, in which he agreed. I opened a case as "The seller agreed to issue a refund", and it didn't go in my favor. In hindsight, I should have opened it as "Never received the item" or something, but I still find it really absurd that scammers can easily get away with this.
I put a lot of screenshots of our messaging back n' forth, but apparently PayPal didn't think that was good enough. I'm starting to get anxious here and wonder if I need to open a dispute directly with my bank instead? Right now I'm on the phone with PayPal trying to get the case reopened, but I've been on hold for a while. She said "one moment", and I've been sitting here for 20+ minutes.

Update: Right after I posted this, the PayPal rep took me off hold and updated the case. She changed it to "I haven't received the item or service", and assured me I will most likely get my money back. This is good news, but I'm still a bit nervous.
