How do I contact PayPal's legal team regarding a limitation on my account?

My new account was closed within minutes of opening and I'd like to connect with PayPal's legal team. How do I contact someone through an executive escalation without filing formal complaints with the Better Business Bureau, and Federal Trade Commission?

If you were previously banned, new accounts you later open can be insta-banned.
To contact PayPal customer service:
- https://www.paypal.com/smarthelp/contact-us
- Click Disputes and account limitations.
- Click Account limitations.
- Click Check the status of a limitation.
- Click Call Us after “This information might help” box.
Contact PayPal customer service as guest caller if calling while logged in has you blocked.

2. Scroll down to click “Message Us” or “Call Us” option on the bottom.
It’s fine to go through bbb to reach PayPal executive escalations office if you’re not making any headway through customer service to reach that dept.
