Why can't PayPal protect Buyers from international scams or better yet why can't Buyers have the right to resend a purchase if the Seller hasn't shipped or provided confirmation? Buyer should have the right to resend within a certain period, its not like the Seller ships the items out directly after payment.

Paypal would not be able to check every individual seller / merchant / company in over 200 countries worldwide that adds paypal to their website to accept payments.
So they give some buyer and some seller protection. However that protection can never be a 100% coverall so you need to read it so you can risk assess your transactions.
They do stop bad companies from using Paypal when enough claims start rolling in.
However as they are in China (mostly) then its easy for them to just start over with a new name, so stopping them does not really do anything.
Be careful buying anything internationally especially from Social Media sites.
The best thing is to not buy from them in the first place, to recognise them -
1. No return address on the returns policy. The site will look as if its in your country (where they despatch goods from) but they will ask for returns to go back to China (returns depot) at a shipping cost often more than the item is worth.
2. No contact telephone number. if you click on contact the most you will get is webmail or an email address.
3. Rarely company address information.
4. Great pictures of items at bargain prices that turn out to be tat.
5. Fake reviews.
6. Google and you can often see previous company names as they change them once enough claims roll in and Paypal stop them using their services and start over.
7. Send fake tracking numbers to win item non receipt of item claims.

One of the problems with purchasing is that you don't know if a company, seller etc. has been verified until after you have purchased. You're being asked to reach out to the seller and sometimes they contact information and sometimes they don't. The same with response, sometimes they will respond and sometimes they won't.

Not sure what you mean by verified, verified by whom?
Any merchant can add paypal to their site to receive funds, all they have to do is verify their account by adding a bank account or card.
Normally the poor sellers are the ones that have no contact phone number or address on their site so check first and then hit the back button.
Also do a google search and see if they are based internationally, if so that is another reason to be cautious.

Thanks for the info. I like many others have been scammed twice. Once by the actual scammers - in my case AVANQUEST, and secondly by Paypal. They have admitted to me that AVANQUEST has total authorized access to my Paypal username and Password. They stole $154.98 faster than I could log into my account and paypal says the transaction was not unauthorised and therefore I wasn't eligible for Buyer Protection. I typed in Epson to install my printer into the new Windows 11. At no time did I open communication with AVANQUEST. Never heard of them and Epson install for free. I don't know where the price list etc come from But I had no intention of buying anything and still Paypal repeatedly state I have received the item or service . Rubbish. I have nothing, not even something faulty delivered or downloaded. But Paypal is the chief scammer. What's the famous and very true saying - "The only thing necessary for the triumph of evil is for good men to do nothing."
