How can I report a user for fraudulent activity?

Hi All, I recently made a purchase on eBay which turned out to be a scam attempt. During the scam attempt, the seller sent me a payment request on Paypal (which I didn't pay). The eBay side of the dispute has been resolved, but I would also like to report the user behind the Paypal payment request - however Paypal doesn't allow me to report an issue with a payment request through the resolution centre (see image below).

So - I could take no action, and the user account remains active, but I'd rather have them shut down. Any suggestions?

Unlikely you would get their account limited, they would need to have many disputes/claims against them for that to happen.
