How can I reopen a dispute?

I opened a dispute. instead of $55 they took $63 from me!
I won this dispute and got my $8 back! But the seller does not answer me!
How can I get back $55 now? transaction number 
ID 0CB903846H850004D I have a dispute open for this transaction!
The dispute was that the order was worth $ 55!
Paypal transferred $63! And you wrote to me that I should contact the seller.
He will explain! The seller did not answer me!
And I turned dispute resolution! I have filed a claim for the difference in the amounts!
I got my $8 back! But I didn't receive my order! The seller is gone too! does not answer!
I wrote in the claim that I want a full refund! You probably didn't read it! $55 What's missing?
how can i get them back?

Paypal allows x1 dispute per transaction.

The only way to open a second one is to contact customer services and see if they will open a second one for you.

 

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
