How can I get PayPal to advance my claim?

I spent $699 with a seller who misrepresented an item. When it arrived it was wrong. The seller would not take it back without charging me close to $200 restocking and shipping. I asked PayPal to intervene. It’s been 2 months, multiple phone calls, over 5 hours on hold, CSRs who sound like robots reading from a script (they are), and unkept promises of a solution. I am being played and lied to every time I call. My evidence is irrefutable. The seller scammed me. What recourse do I have?

Which dispute type did you open?
Did you escalate the dispute to a claim?
How long since you escalated?
Is it showing as still be reviewed?
If still showing as reviewed then was it an international transaction?

What is going on with PayPal? The item has been returned to the seller. It has been accepted. The seller has approved the return. And PayPal continues to stall and stall and make excuses that the "higher ups" - the "back office" - the "supervisors" are reviewing and "ajudicating" the claim. Yet, my $688.89 was paid in November and the seller, RealTruck.com, has received payment and a return of the item, but no one is releasing the funds to ME, the customer. What recourse do I have. This has been ongoing since November 2023. This is unbelievable. And I have over 8 hours on the phone with PayPal customer service, which is another interesting experience! Help someone. Help!!! I have done everything required, fulfilled every obligation, filed every document necessary, and remained ethical and proper in every phase of this transaction. Yet, PayPayl personnel act like robots, promise resolution in 24 hours, and wait for me to hang up so they can move on to the next caller and tell them they "apologize," "I understand how you feel," etc. Come on PayPal, return the funds to me. That's our deal when I signed up to use your service. My credit card company would have filed a fraud against RealTruck.com a long time ago when they saw the documentation I've provided. Unbelievable.

Item not as described and falsely advertised.
Escalated to claim two months ago
Yes, still under review.
Not an international transaction.
PayPal is stonewalling me on this. I've been on the phone with them 5 or 6 times. 4 hours on hold. Consistently putting me off. Will not answer my questions. Same scripted response. "It is under review. We are awaiting response from the seller. We will have an answer in three days. Watch your email." On and one. I even have a ticket # PT-15391189 that a supervisor was supposed to call me on. I've elevated from customer service to supervisor, then to another supervisor. No results. PayPal is part of this problem. The reviews for the seller RealTruck.com are abysmal. They are committing fraud, not following their own procedures, and PayPal is complicit. It's been two months. $688. Please, someone, assist.

Sounds like poor customer services, all you can do is keep badgering them for information.
