How can I file a formal Complaint against Paypal Agents and Cases

I created 3 cases for PayPal to review, but the agents are slow or don't answer.

How can I formally complain to each agent with my case? 

Is there a link or an email to file a formal complaint? 

I'm about to stop using PayPal for good.

Thanks, but that option is to file complains, but not about PayPal, I want to get a link or an email to file a complain about a PayPal Agent
