How can I contact Paypal through email, I am facing issue to withdraw my money after 180 days?

My account was restricted seven months ago for an unknown reason. They held my balance for six months, stating that I could withdraw it after this period. Once the six months were over, I received an email from PayPal informing me that I could withdraw my money. However, I couldn't proceed with the withdrawal because none of my cards or bank accounts were linked to my PayPal account. Due to the restriction, I was unable to attach any card or bank account.
I contacted customer service about this issue, and they provided a link to submit some documents, along with the email of a person who has a PayPal account, to facilitate the withdrawal. It's been over 40 days since I submitted these documents, and I have not received any response from PayPal. Once an account is restricted, the only options for communication are through sending messages via the account, as the resolution center and live chat are not accessible. I have sent several emails but have not received any response from PayPal. I am really disappointed with their customer care.
Can anyone please advise on how I can directly email or call PayPal?

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a private direct message via Social Media on Facebook, Twitter/X, or Instagram pages.
Advice is voluntary.
