How can I appeal without new evidence?

So I logged an dispute with alieexpress, they have been stuffing me around for 4 months but basically they made a mistake on the customs declaration (false declaration is all I know) and so my order was stuck in customs. I couldn't get it out they needed the sender to contact them, they didn't, and for the last month the tracking shows it was returned to China, but they keep stuffing me around admitting it isn't my fault and they would resolve in 24-48 hours but then closing the case again.
I explained all this in my paypal dispute, provided the tracking number and screenshots of the tracking from auspost and china post. Paypal investigated and then right at the end of the day on friday they close case in sellers favour saying "seller reported they've delivered the item."
This is insane, paypal have the tracking information, it shows it isn't delivered TO ME, but they just believe the seller without any evidence and just blatantly ignoring mine without even asking me for more?
I can't reopen the case (for non delivery) as that option is now gone (found against me) and there is no option to appeal the case. When I try the silly chat-bot says this case cannot be disputed?
I have read on here that I need 'new' evidence to appeal a case, but what new evidence can I provide when they already ignore the tracking which is the only evidence I have??

The only other option I see that I have is to dispute the credit card transaction with my bank as paypal enabling fraud, which I guess will be messy?
