If an account were limited it would be for one of three reasons: we believe a third party may have accessed the account; we are looking for more information about the usage of the account, or the account activity could represent a violation of PayPal's terms of service. In either case, any information we need to resolve the limitation and restore account access would have been sent via email and should also be available in the Resolution Center.
