Help with payments getting blocked because of regulatory requirements

Our app has been using adaptive payments for several years now and suddenly, when I'm paying multiple accounts, I get this error: "Invalid request: We had to block this payment because it didn't comply with regulatory requirements". I can't find any info about it, can anyone help what this means?

 

It was actually working fine last week, but it started throwing this error since yesterday.
