Help with a refund issue please!

I purchased a bag that the seller, was advertising, after I double checked it was still available, but after the payment had gone through they messaged me informing me that they cannot post the bag because they are unable to take the money out of their Paypal to send it. The bag was purchased on March 8th, 2024. They then offered to refund it and apparently their Paypal balance was locked so they were unable to refund me, $100. I then reported it through Paypal and the seller said that they haven’t received anything from Paypal about detailing their end of the issue. I am unsure of what to do at this point.

Did you open a dispute for non receipt of item?
Have you communicated with the seller using that dispute system?
If so then you have up to 20 days from opening the dispute to escalate it to a claim.
Once its a claim you should win if the seller cannot provide trackable proof of delivery to you.
If the seller still refuses to refund then paypal will do so under their buyer protection policy and chase the seller to pay them back again.
Advice is voluntary.
