Hello, I have a problem with a payment request that a user sent me: First she paid me $200 for a drawing commission, then she had to pay another $200 because my account was not a business user, I got this email email saying that my shipment has already been sent, in the email they sent me it says that I have to pay $200 dollars as a refund to the girl, the problem is that I do not have enough money to cover the required expenses, could you please return the $400 dollars that the lady had to pay for the misunderstanding? Sounds as if she is scamming you. Did you receive any money into your paypal account?

If nothing in your paypal account then you have been paid nothing, even pending payments SHOW in your paypal account balance.

That is not a genuine paypal message and you would have been receiving fake paypal emails.
