Hello, Dear Everyone!

 

I am Yuya and have a big issue in refund my money.

 

One person promised me to start a online business with me, and he needed 1 laptop for that. So I have paid $150 and it was pend once I sent money, because of it was the first transaction between us.

 

So we waited for around 5 days. After some days, he asked me he has a girlfriend and she will take part in this business, and send money $150 to buy the second laptop for her. I paid again. Total $300 by 2 times.

 

He told me the laptops will be arrived within a few weeks. I have waited for around 10 days and asked him. So he told me it will take a week more again.

I waited for around 20 days. I can't believe everything, why it will take a long time. So I have contacted Amazon, and they told me it should be arrived within 1 week. I noticed he has lied. So I asked him why it will take a long time, and he told me that the laptops are coming from China. Can you please believe this?

 

I showed him the communication screenshot between the Amazon and me. He noticed I have checked everything. Once he noticed it, he blocked me from all communication tools and my phone number as well.

 

So I have opened 2 disputes cases for all my money, but 1 case has been closed, because of I believed him and paid him. And they can't refund my money.

This is right decision?

 

Please help me to find a solution for refund my money.

Did you use the friends/family OR goods/services to send the payment?

No, I have used Eligible Protection mode, because I have heard it's the safest.

How do I open a dispute with a seller when a purchase goes wrong?

You can open a dispute in the Resolution Centre of your PayPal account within 180 days of payment if:
•You don’t receive the item OR service
•You receive an item but it’s significantly different than the description on eBay or on the seller’s website (or you receive a totally different product).

By opening a dispute, you can communicate directly with your seller to work out a problem transaction.

If you reach an agreement with the seller you can close the dispute. If you're still not happy with the result, you can escalate the dispute into a claim. Paypal will review the claim and decide on reimbursement.

These steps apply to Personal accounts. If you have a Business account, please log in to see the steps that apply to you.

To open a dispute:
1.Log in to your PayPal account.
2. Click on the transaction and use the resolve a problem option at the bottom of that details page.

Note:
•Generally buyers must wait at least 7 days from the date of payment to escalate a dispute for an item not received
•Where an item has not been received, please ensure you have given the seller enough time before opening a dispute

Do not close the dispute until you have a refund or your item.
If a seller states that they can't refund until you have closed the dispute don't believe them.
Escalate the dispute to a claim within 20 days (before it times out), if you need Paypal to get involved.

If you lose because the seller provides a fake tracking number then post back here for more advice.
If the item arrives and its not what you ordered / not as described then make sure you change the dispute quickly from non receipt. If the dispute times out before you can change it then contact customer services to open a second dispute for the new reason.

If that does not work then if you funded your paypal payment via a card then contact your card issuer and see if they will issue a chargeback.

I had already opened a dispute, but it's closed. They told me it's can't be refund, because that transaction was achieved with my agreement.

 

But I had to agree that transaction, because so he (lier) could buy the laptops. Who was able to notice that he is a lier?

 

So I MUST refund my money. I have contacted support team, so they told me to upload all documentation to the following link,

but there is no any response after uploading documentation. Can you please let me know how I can open the closed dispute again?
