Limited accounts cannot be closed unless the limitation is resolved first. Usually by providing the requested information, otherwise, critical account features are eventually disabled. PayPal may even permanent limit the PayPal account. If there are unauthorized transactions on your card now, report them to your card issuer to shut down the card.
