Hackers drained my Paypal balance! Paypal won't help -- am I SOL? Please help, out hundreds!

A clear timeline of what happened, based on my email history (which is not tied to my primary email account, hence how it took me this long to notice). This all happened when I was traveling internationally too, so I was doubly not paying attention.
12/30/23 -- Hackers added a new phone number -- 563 area code which I am 100% sure not mine.
12/30/23 -- Hackers requested a change to account (I suspect they upgraded to a business account because I had to call back later to downgrade to a personal account, I DEFINITELY did not upgrade to a business account while traveling).
12/30/23 -- Hackers drained my Paypal balance of ~$400 to a DEUTSCHE BANK account (I have the last 4 digits and transaction ID, and that's it).
12/31/23 -- Bank Account Invalid email -- the two deposits that Paypal sent to your bank account as part of the verification process was returned to us for the follow reason: (blank) <-- lol
12/31/23 -- Another bank account invalid email.
1/3/24 -- Paypal deactivated my password -- thank god they did something right here. "At PayPal, safety and security are our top priorities, and we routinely monitor accounts for any suspicious activity. We spotted something unusual, and as a precaution, we disabled your password."
Please help! $400 was my landlord deposit. I've disputed the transaction, which was closed without Resolution. I called PayPal and they said they couldn't do anything. Should I contact Deutsche Bank and tell them what happened? I am at wit's end. Please help!
