I am sorry to hear about the issues you are having with a transaction.
If you sent these payments as 'Goods & Service' payments or 'Protected Payments', this means that this particular transaction has PayPal Buyer Protection.
When you have PayPal Buyer Protection on a payment, you will have the option to file a dispute on this. For more help with this, see: https://www.paypal.com/smarthelp/article/faq1344.
You can’t open a dispute for payments sent as “Family and Friends.” You can send a personal payment to reimburse a friend for dinner or to collect money for a gift etc. The Purchase Protection program doesn’t apply to personal payments.
