Getting refund after resolution found in my favour- seem to be in limbo?

EBay dispute - I received item which was not as described and non functioning, this was December and was gift so wasn't tried till after Xmas and was out of 30 day send back period. I took issue to PayPal and they found in my favour. I was told to send item back to eBay Commerce and upload tracking details onto Resolution page. I did this next day sent next day delivery signed for. Paypal had already informed me that I would get refund wi 5 days of seller receiving it back ! It has gone a fortnight now, I had email from Paypal to say all info had been sent to eBay Commerce regarding refund and that they would step in to resolve issue if no response from seller, so far nothing has been done to resolve it, Paypal haven’t responded to my messages and I’m still £247 down which is a lot at 74 years of age! Any ideas?
