Funds withdrawal on limited account

Our PayPal business account was limited over a year ago. Now we got the following message:

 

"Status of your PayPal funds

 

Your PayPal funds are now eligible for withdrawal.

To withdraw funds from your account, please log in to PayPal.

As a reminder, access to your account will remain limited.

 

While access to your account is limited, you may:
* place logos into your auction listings or on your website
* update your account information
* withdraw funds from your account

You may not:
* send or request money
* receive payments
* add funds to your account
* close your account

 

Thank you for using PayPal."

 

I can't find any instructions on how to transfer the money to a SEPA bank account.
I'm talking about a total of $1,343.20 CAD.
PayPal cannot simply withhold this large amount for no reason.
There is no response to my inquiries in the resolution center.
How can I have the money transferred to a SEPA bank account?

What are you talking about, SEPA…you’re based in Canada. You have Canada PayPal account, so must transfer to Canadian based bank or debit card.

May be that is why your account got permanently limited because you have Canada PayPal but based in Europe.
