Fraudulent charges

My daughter ordered some Jewelry off line it showed it was from Zale's Jewelry. which when we got the items it was not what she ordered. we called PayPal they said they would contact the seller. I was then sent a email to send the items back. which it would cost me 40.00 to send back. looking up the information the company is not real. I would like to know why PayPal is allowing this to happen and not return my money back.

And now PayPal is giving me the run around.

I'm sorry to hear you didn't receive exactly what you ordered. Our claims process requires the return of the goods received in order to be awarded a refund.
