Hello @downs13d,
Thanks for visiting the PayPal Community!
I'm sorry to hear about the unauthorized transactions that have taken place that led to a negative balance in your PayPal account. From what I understand, it sounds like you filed a dispute with both your bank and PayPal, and both were approved. When a PayPal dispute is approved, the money is immediately returned to your bank account. If your bank also files and approves a dispute, they notify PayPal. Once this notification is received, PayPal removes the credit that was issued to you from your PayPal balance rather than your bank account. This can cause the PayPal balance to fall negative. If the negative balance is not covered, it can be sent to collections and reported to the credit companies.
As you had mentioned, you didn't receive the original credit from PayPal, and only your bank; I recommend downloading your bank statements and a PayPal Activity Download. After creating both, you'll be able to compare all transactions from the same time period to see what happened to the different credits. Once you confirm that you did not receive the credit issued by PayPal, please reach out to Customer Support with those copies. You can find the different options for contacting Customer Support here. You might find a different, more successful option than your previous attempts.
I hope this helps and that you're able to determine what happened and resolve the negative balance!
