Fraud and or scam?

Pay Pal would not refund me on an item which was significantly not as described (was sent the incorrect item... a 240 volt vs. a 120 volt) I got my Bank to issue me a full credit. Pay Pal has now sent it to collections. It is the seller's responsibility to pay for the return ship of the item; only that Pay Pal told me that they could not make the seller pay for the return ship. I was then given a set amount of time to ship it myself at my expense (about $125.00); I did tell Pay Pal that I would not pay for the return ship as Pay Pal had a buyer's protection clause in my favor. Ebay, and PayPal with.the.seller the seller have together conspired to commit fraud in all aspects to this transaction....(Is this situation applicable for a complain to the IC3.gov,,,,,being.that.the.seller.is.from.the.UK?
