I am a programmer from Ukraine, worked with a man from the USA, I am having a hard time and I asked to send him some money as there is no money to live on, but my account was blocked. I do not understand why and was left without means of subsistence, what can be done?
Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link. https://www.paypal.com/ua/smarthelp/article/faq4646
You still can't do commercial transactions and receive goods/services payments.
